What I haven't seen mentioned in this discussion is the duplication of services inherent in the VA system. I've lived in 2 places (CT and MI) where there were major VA hospitals right next to other major civilian hospitals. Both had often the same services, equipment and both were under utilized.

An incredible waste of money for no gain in quality, access or anything else.

At that's only two places; I am sure there are many, many other locations identical to these.
